By Mail Absentee Ballot

Once application is received the following will be sent by return mail:

If registered, and if the ballots are ready, mail the ballot immediately and include:

  • instructions
  • secrecy envelope
  • signature envelope (or addressed return envelope with flap)
  • addressed and postage paid return envelope

For challenged and non-registered voters, in addition to the ballot include:

  • voter registration application
  • non-registered voting instruction sheet
  • secrecy envelope
  • signature envelope (or return envelope with an additional "security flap")
  • addressed and postage paid return envelope (may require additional postage due to additional materials)

A replacement ballot may be sent to a voter who requests one because the ballot has been spoiled, lost, or never received.

Voters may submit applications by fax, email or online. This applies to both regular and UOCAVA absentee ballot applications.

    Mail or Package Delivery Service
    A ballot may be returned by U.S. mail or package delivery service to the address on the return envelope, if it arrives by the last mail delivery on Election Day.

    In-Person
    A voter may drop off their own voted absentee ballot in person to the county auditor or municipal clerk from whom the ballot was received by 5:00 p.m. the evening preceding the election.

    Agent Return
    An absentee voter may designate an agent to return their sealed signature envelope in person to the county auditor or municipal clerk from whom the ballot was received. A ballot brought back by an agent must be submitted by 3:00 p.m. on Election Day. An absentee ballot may not be returned by an agent to election judges in a polling place. An agent must be at least 18 years old and may only return ballots for up to 3 voters per election.

    A record of ballots returned by agents must be maintained by the auditor or clerk. The record must indicate both the agent's and the absentee voter's name and address. The agent must sign the record and show the auditor or clerk identification containing the agent's name and signature. Absentee ballots received after 3:00 p.m. must be marked as late and not delivered to AB Board. Note: Any voter may designate an agent to return their voted ballot (e.g. a spouse returning a ballot for their spouse).

Online Request for Absentee Ballot

Visit the MN Secretary of State's website to request an absentee ballot.

To complete the online application you must:

  • Be eligible to register and vote in Minnesota
  • Provide an email address
  • Provide your identification number: MN-issued driver's license, Minnesota ID card or last 4 digits of Social Security Number

If you do not have an email address and one of the identification numbers above, you cannot apply for your absentee ballot online.
